Planning for Westwind – A New Family Development

Valley Community Housing Corporation (VCHC), is pleased to announce plans to develop Westwind, a 30 unit townhome affordable housing development for families in Waynesboro, PA.. Westwind will be located behind Fairview Avenue off of Westview Avenue. This development location will offer a safe and walkable neighborhood and provide families with easy access to the downtown and the local elementary school. The project will also become a tremendous community asset through its conversion to homeownership, giving residents a successful pathway to owning a home.

VCHC has an option to purchase the vacant 4.09-acre site with plans to develop a total of 30 dwelling units, one community building, and one maintenance/storage building. Four of the units will be one- bedroom units ( 976 NSF ), six two-bedroom units ( 1,109 NSF) and 20 will be three-bedroom units ( 1,293 NSF). All of the units will have handicapped access to each unit, four units will be fully handicapped accessible, and one unit will be designed for hearing and visual needs. Rents will be affordable to families whose incomes range between 20% and 60% of the area median income.

To encourage affordable homeownership opportunities, Westwind residents will have the option to purchase their home at the end of the initial fifteen-year rental period. Each home will be one or two stories and will include a garage for one car and space for one car in the driveway. The community building provides additional amenity space for the residents including a community room with kitchen, two porches, management office and supportive services office. On site staff will be available to assist tenants. Staff will include a property manager, maintenance and supportive service coordinator.

Westwind continues to build on VCHC’s strategic vision and investment in the Waynesboro community. After the initial fifteen-year rental period, tenants will have the option to purchase at an affordable price while receiving more than $1,000 in assistance and homeownership counseling. Westwind will bring a new type of workforce housing to the market, further diversifying the area’s housing options for families.

Westwind Gardens features an attractive location for families given its proximity to employment and education among other amenities. Strong employment opportunities exist as Waynesboro is part of the I-81 corridor, and functions as the central hub for southeast Franklin County. Young students will be able to walk less than one block on a safe and secure path to the nearby school.

VCHC submitted a funding application for Westwind. If Westwind Gardens receives a funding award in 2019, construction will begin in 2020.
